Background Information: Wiki Link
Personality: Before Sephiroth’s mind fractured into insanity he was actually a relatively caring individual though he did not always outwardly show it. He held a bit of a reputation for being stoic and cold, but in reality he just did not fit in very well with other people. Sephiroth always felt as though he were different. That he stood off to the side from most. He did have friends, but those were few. The ones who managed to get close to him he held in high regard even to the point of outright refusing to go on a mission to hunt them down.
For the most part he respects intelligence or otherwise anyone who can match him in some way. While he himself can be arrogant that is mostly due to his overbearing sense of confidence. He’s a calm, collected individual who rarely falls to frustration and otherwise seemingly cannot be annoyed. This is not completely true, but he’s the type of person who manages to keep themselves under control and does not show much to the outside world. Which is what originally earned him his reputation. What others don’t see is that he actually has a very dry sense of humor, can smile, and does occasionally enjoy the company of others.
Now after he learns the truth surrounding his birth, the experiments involved in his creation, everything changes. Gone is the calm and caring individual only to be replaced with one filled with hate and vengeance. He despises humanity after this point wishing to destroy them all. The arrogance and sense of superiority people thought he held in the past comes to full fruition as he tosses aside any connection he felt to humans -- something he does not really consider himself any longer. Scientists used DNA from an alien creature they called Jenova in his creation, the only name he was ever given when growing up. The person he believes is his mother (when in fact he does have a human mother he does not know about). She is the only one she considers of any worth despite being an ancient long-dead corpse by this point.
When he first learned of the experiments he was actually horrified at the idea that he might not be human, but the more he read about it, the more he learned -- he leaned into the idea and fully accepted it as something he should be. With that he developed a god complex and felt that he was above everyone else. He’s vastly superior to everyone else and should rule high above them all. Like Jenova he feels he’s some sort of god-like being destined to rule the planet. No one can stand against him. No one can defeat him. Therefore he should be able to reshape things as he wishes.
One person does manage to best him though (Cloud), he manages to do so three different times, and as a result Sephiroth develops a complete and utter obsession with the man. He wants nothing more to break, torment, and otherwise terrorize him -- though at the same time he also makes Cloud the very center of his existence to a point where he actually relies on the other’s memories to keep himself going. This gives him something of tunnel vision later where he cares very little for those around him except for Cloud to a point where nothing else seems to matter. Humanity started out as the object of his hate and then it evolved into orbiting around one singular person.
Now despite all of this, he does still retain his calm and collected demeanor. He still cannot be easily (outwardly) angered, frustrated or otherwise annoyed. The air of arrogance and superiority to others never seems to leave though.
Abilities & Inventory:
SOLDIER -Due to being enhanced at birth he is stronger and faster than normal humans. Thus he is able to move and wield a weapon no one else is said to be able to use effectively. This also aides him in hand-to-hand combat against regular humans though he rarely goes for that method of fighting. The enhancements from Mako cause roughly the same effect in all members of SOLDIER, but because of the amount given to Sephiroth, he far surpasses others. This can be scene in his eyes, which carry the mako-green glow. Other than strength and speed, his body over all is just tougher, this includes a faster recovery rate from injury.
Sword Skills -He is an excellent swordsman, wielding a nodachi known as the Masamune - a blade that is very long (estimated at maybe around 7 feet). He can empower this sword with purple energy to increase its strength allowing him to cut through almost anything including most metals. Though he can do this and also manifest the weapon out if thin air the sword itself holds no magical abilities. Swinging it he can cast out waves of energy which can knock of a foe back or he can impale it in the ground and cause a shockwave of energy to explode outward. Currently he's the only one known to fully and effectively wield the masamune.
Wing - He can manifest a single large black wing from his left shoulder that he can use to fly though actually he can fly without it as well. Two other members of the Jenova Project (Genesis and Angeal) are also known to have a single wing.
Telepathic and Telekinetic - After falling into the lifestream he gained some psychic abilities such as communicating telepathically or creating illusions. The illusions can effect multiple people at a time if he chooses. He can move objects, including himself which gives him the ability to fly without the wing.
Magic -Before losing his mind and falling into the lifestream he had to use the physical objects known as Materia to cast spells such as Fire or Blizzard. After his death he absorbed an incredible amount of knowledge within the lifestream and no longer needs physical materia to use these abilities.
While normal materia type abilities have three levels of power, Sephiroth casts them at the highest level by default. Lower levels would simply be a smaller ball of fire, the ice projectile does not expand as much, the whirlwind barely becomes noticeable, lightning being a much smaller bolt of electricity.
All of the abilities have a casting time of a few seconds and can be interrupted. He has to concentrate for those seconds in order to use them. He also can't really move around during it either.
Mimic and the Reunion - Like his 'Mother' Jenova, he can peer into the minds of others and take the form of those they've known. This is a passive ability and less invasive than it sounds. While his powers can pull the image of an individual out of the mind of a person who's near, he's not actively reading thoughts or emotions. Due to the power pulling from memories though, the form he takes is almost a perfect replica of the person they know. Right down to mimicking gestures and other nuances.
On the other hand, he also holds a link to others who also carry Jenova cells within their bodies (such as Cloud, Zack, random Hojo experiments). All of them are part of something known as the Reunion, which is Jenova attempting to put itself back together. Calling out to it's other pieces right down to individual cells. Sephiroth feels this call too, but through willpower can redirect the feeling towards himself.
This gives him some control over people with jenova cells. In those minds he holds a much deeper connection. He can force his mind into them to take control of their actions, but those with a willpower of their own can fight him off or break his control.
Items - Just his clothing and the Masamune.
Power Nerfs - I assume most of his illusion powers won't work very well, or at least not at first, along with mind control, shape-shifting or anything along those lines. I know even if allowed permission would be needed for anything that drastic. Sephiroth thankfully doesn't use a lot of magic on a normal basis, but I'll gladly nerf anything else that's needed.
Suitability & Plans: Sephiroth is strangely enough a villain who does pretty well in outside situations, as shown in the Dissidia series. Despite those games being non-canon they do emulate a "JamJar" type setting and Sephiroth is shown to be able to formulate motives and goals around a completely new place.
It also helps that he's a relatively calm character compared to some and is nearly impossible to goad into a fight. He might be an evil hate-filled machine, but he's surprisingly civil when having conversations. He's not the type of character to go around and just mass destroy everything (for no reason ... meteor totally had a reason).
He has a curiosity for new things, and it's always interesting to explore how he deals with people from all types of media. That and being away from his own setting and Jenova is a good way to push him towards different goals from canon. It'll also be fun to explore how he deals with the whole 'dream' thing, especially since he hasn't done that in years. Also being 'physical' again and dealing with regular people is my favorite thing to put him through. That and learning to sorta be a person again, even if he'll never be the exact person he was before. And maybe accept all the bad things that were done to him without the whole I-should-be-god complex.

Firaga - Can toss a hand sized fireball an a target that explodes into a burst of flames upon impact. This does not seem to cause the area around to catch on fire though or burn anything to death. This can be sent to the ground to create a wall of flame.
Blizzaga - Creates a small projectile of ice that expands into a larger (a few feet bigger than a person in diameter) ball of ice upon hitting something. After it expands it'll hang in the air for a few seconds until it explodes sending ice shards everywhere. It does not freeze a target in place, however.
Thundaga - Simply sends a bolt of electricity out at an intended target. Nothing too dramatic here, it'd be much like getting struck by lightning only not powerful enough to fry a person in place. It'd hurt though.
Aeroga - Sends a ball that explodes into a small whirlwind after a second. This can lift a normal sized human into the air, but the ability doesn't last long enough to do much else beyond knocking someone off their feet.
Boundless Void - Purple void of energy that can bind someone to the ground or even suspend them in midair. The person trapped can't move while active, but all it takes is his concentration to be broken to break it.
Mimic and the Reunion - Like his 'Mother' Jenova, he can peer into the minds of others and take the form of those they've known. This is a passive ability and less invasive than it sounds.
