At least they're all super soldiers so they don't have to worry about hurting one another with their extreme strength. Were Cloud a normal, regular, human Sephiroth might have broken him in half when Zack tries to stir a reaction.
But at the same time he's distracted by Cloud rubbing against his side and that's the only reason he releases him from his almost death-grip. Cloud is clearly trying to give him some sort of hint. Sephiroth isn't stupid.
The blond seems to desperately want to be touched so, he'll do just that. His hand sliding down to wrap around the shaft. Hopefully Cloud will stop practically jamming it into his side.
