Cloud takes a deep breath and stands to grab the sunscreen from the sand before it can roll away too far. ]

[ Cloud does take notice of the fact that Sephiroth's watching him, which makes him feel a little self-conscious for a moment as the man's expression makes it difficult to read him. Still, he soldiers on, though he struggles with lathering up his back (there's no way he's asking Sephiroth for help though). ]

[He does find enjoyment in one thing: watching Cloud struggle. He makes no comment about it, but there's something of a small, almost smug twitch of at the edge of his lips curling slightly into a smirk.]
[ Sephiroth leaning in to him like that, the feeling of his silky hair against his bared skin really shouldn't be sending shivers down Cloud's spine and make him feel down-right flustered. But unfortunately it does.

Cloud is torn between not wanting to give Sephiroth what he clearly wants, and the desire to protect the people Sephiroth is walking towards. Would Sephiroth really harm them just because? Yes, he's harmed and killed innocent people before, but those were people who in Sephiroth's insane mind got in his way somehow.
He's almost certainly doing this to get a rise out of Cloud, and he can't say that it's not working. Because what if he really does do something to the random people just trying to enjoy a day at the beach?

He really should have added a "no killing, harming or otherwise traumatizing people" clause to their verbal one-hour-at-the-beach "contract".
[Adding those extra clauses would actually be for the best because Sephiroth will try and find every loophole he can in order to make Cloud's life difficult. This is one of those things. While for the moment, he's just heading in the direction of people, he's not below escalating had Cloud not fallen for the bait.
